"Where's the beef?" is a catchphrase in the United States and Canada. The phrase originated as a slogan for the fast food chain Wendy's. Since then it has become an all-purpose phrase questioning the substance of an idea, event, or product.

 I have been essentially asking that question of OSM for some time now. Let's see, back on October 25, 2011 Paul Orwig announced what he characterized as an aggressive timeline to develop and publish the goals and budget for each leadership team. They were to be complete by January 2012 when OSM would vote to accept them. On June 27, 2012, Alice Grevet published OSM's goals for 2012. Is that right? Six months into the year for accomplishing the goals, they finalized and published them. Except, I can't find in the minutes where the goals were listed and voted on by the board. In fact, in the January, 2012 minutes they specifically stated: "OSM, PLT and CLT all have yet to complete the process of budget estimates and goal documentation." In the February, 2012 minutes they only stated: "With less than a majority in favor of making the certification goal a major goal for 2012, it will not be included in the list of major goals." In the March minutes there was an entry under the Budget Committee: "Reminder: We want to publish a blog by the end of April with updates on each of our 2012 goals (Communications: Alice, Events: Robert, TM/Legal: Jacques, Capital: Sukh). Please plan on providing a paragraph or two to Alice about your goal, and Alice will help assemble everything and get the blog published." In the April minutes there was an entry: "As part of the 2012 goal setting process, the leadership teams are asked to publish quarterly updates to the community. A few paragraphs from each team on updates and accomplishments will be published in a blog. Owners of the 4 OSM goals please get your reports in to Alice for publishing." Nowhere in the minutes that have been published is there any discussion on the goals or any documented approval of these goals by the board. So, I ask you "Where's the beef?"

 Of course, the above lapses pale in comparison to the failure to establish a budget for 2012! We already discussed above that the budget was supposed to be approved in January 2012 but by the board meeting of January 27, 2012 that had failed to be accomplished. In the March 20, 2012 board minutes, it was stated: "The 2012 budget should be published in the next week or so. Items for which details have been requested multiple times, but not received, may not be included in the budget."  In the April 17, 2012 board meeting, it was stated: "Paul and Thomas will come back with some revisions to the budget deficit by the next board meeting." The day after tomorrow will be July 1, 2012 - a full six months into OSM's fiscal year. If OSM has a budget they haven't shared with the community. If the board approved a budget it must have been recorded in the May or June board meeting except I don't believe there was a May board meeting based on the fact that it appears the board approved the April board minutes at their June board meeting. And, seven months of no published financial reports? I ask you "Where's the beef?"

 

Update July 2, 2012:. In the Joomla Community Magazine dated July 1, 2012, Alice Grevet noted in the Leadership Highlights - July 2012 that the OSM budget for 2012 was approved in June. She also noted that the 2012 goals for the three teams CLT, PLT, and OSM were now finalized presumably also at the June Board meeting. Now, let's see how long it takes for OSM to actually publish the now approved budget. With luck, we might be able to see it in December!  Six months to approve budget and goals. Sure glad that OSM doesn't set the schedule for the devs.

This one is really minor. It wasn't until after June 9th when I published an update to the blog Did Paul Orwig's Nose Just Grow? Did the board publish the bio's of the three new board members they had announced on May 1, 2012. They still haven't published the bio of the new treasurer that they announced April 20, 2012. Guess they don't want you to know who the player's are? Or do the above described lapses tell you that this board, at least, isn't organized well enough to be responsible for the coding side of the Joomla! project? It does to me.
