If you go to all of the trouble to establish goals and objectives with teams - even all volunteer teams, then it behoves you to ensure that you follow-up with those teams and establish their success, partial success, or failure in accomplishing those goals and objectives before you go down the path of establishing new goals and objectives.

Back in May, 2011, Paul Orwig published the goals and objectives of the PLT (Production Leadership Team), the CLT (Community Leadership Team), and OSM (Open Source Matters). Now in late October, Paul is calling for setting new goals and budgets for 2012 but he is not calling first for how those teams did against their 2011 goals so far. This is simply a complete failure of the OSM board and its leadership in ensuring that the goals and objectives actually mean something and are not simply slid into a drawer somewhere and forgotten.

On top of that, the goal setting process that has been established for 2012 simply goes too far for even dedicated teams of volunteers. It involves not only setting goals and time-lines but even seems to go so far as to require the teams to set project steps. This is a process much more suited to businesses where the employees can be held accountable for their progress on a day-to-day or month-to-month basis then it is for an all volunteer organization.

And, of course, the budget planning process was established by OSM which has failed miserably in publishing monthly minutes and financial reports this year. They also appear to have not accomplished their established goals for 2011 though I would prefer to see their own report on their progress rather then try to make judgement myself. Certainly their minutes do not reflect a goal oriented approach.

Ryan Ozimek refers to multiple conversations about trademark policy in this very recent post in the Joomla Leadership Group where he is attempting to establish a timeline for a new trademark policy. It seems to be somewhat last minute to me as if it was intended to accomplish something before the end of the year. It is interesting to note that this effort is only one of the 8 objectives in this category of trademark team.

It is just as important to simplify the budget and goal establishing process as it is to simply the trademark usage process. The proposal to combine all operations under OSM's leadership with no oversight of OSM is just too big a reach when OSM can't get their act together as it is. It is time for the Community Oversight Team to step in and make appropriate adjustments before things get completely out of hand.
